The hour hand is running a little bit faster...

I was offered to buy a pre owned old vintage VC patrimony by one friend (unfortunately, I have no photos or exact model number) 

the watch is in mint condition but have one malfunction - the hour hand is running a little bit faster: when there is 12:00 o'clock - the hour hand is located in 1.5-1.7 second marks ahead.

So please advise is it a secrious problem of the watch or it can be potentially fixed at no time?

Likely the hour hand was positioned a bit off at some time during service (they have to be removed to de-case the movement) and can be easily repositioned by a watchsmith with the proper tool.  Now if the hour hand is actually running faster, ie, the variation increases with each hour, than you have an incorrect gear wheel installed.  But that doesn't appear to be what you've described.  Now, please post photos smiley
