Looks like a bizarre wine filter for decanting wine. The upper part is hollow so that the wine can flow up there instead of overflowing the resevoir. That part doubles as a handle. Just a guess?? Weird design, must be Swedish Joseph

If Joseph doesn't have the right answer, I'm guessing that it screws on to a bottle and provides both a handle and spout.  Either that or it's an ancient Swedish ear horn

I've rethought this... This is a Modern Swedish design for a BONG! You put your ganja in the little pot, light it and the smoke is concentrated in the uppeR part. It is then sucked down in the usual way at the bottom (so I'm told). Really gives a good hit. Well what else are you going to do there with 6 months of no sun??!! Joseph
