Overseas dual time

Just added this in steel to my VC drawer . Great watch , sits well , very masculine , still discreet. 

After using it for a few days , I wonder , why is the night / moon on the lower half of the small dial ?

this is the way it's always been on dual time watches , tradition , logic? 

Or pure design?

I have always assumed that it has to do with the fact that the sun is directly over head at "high noon".  I don't know this, but this is what I have always thought.

isn't tradition or hostorical just a decision made by the engineers and watchmakers who constructed the movement
